H.R. 2331, Connected Government Act

Floor Situation

On Monday, November 13, 2017, the House will consider H.R. 2331, the Connected Government Act, under suspension of the rules.  H.R. 2331 was introduced on May 3, 2017 by Rep. Robin Kelly (D-IL) and was referred to the Committee on Oversight and Government Reform, which ordered the bill reported, as amended, by voice vote on September 13, 2017.


Summary              

H.R. 2331 requires all federal agencies that create or update a website intended for use by the public to ensure that the website is mobile friendly. A mobile friendly website is defined as a webpage easily navigated on a smartphone, tablet, or similar mobile device.


Background

The Office of Management and Budget issued executive branch guidance in 2016 requiring all new or redesigned federal websites to allow for access by mobile devices. In addition, the General Services Administration’s Digital Government Division works with agencies to help them provide electronic information and services to the public in any digital form.


Cost

The Congressional Budget Office (CBO) estimates implementing H.R. 2331 would have no significant cost.
