1) House Amendment to Senate Amendment to H.R. 1625 - Consolidated Appropriations Act, 2018 (PDF)

Topline Summary: This bill  includes full Appropriations legislation and funding for 12 annual Appropriations bills, providing $1.3 trillion to fund discretionary programs within the federal government through September 30, 2018. The bill includes a $61.1 billion increase in military spending over 2017 levels. Base discretionary funding in the bill meets the caps in current law established by H.R. 1892, the Bipartisan Budget Act of 2018.

2) H.R. 4061 - Financial Stability Oversight Council Improvement Act of 2017 (PDF)

Topline Summary: This bill amends the Dodd-Frank Act to require the Financial Stability Oversight Council (FSOC), when determining whether to subject a U.S. or a foreign nonbank financial company to supervision by the Federal Reserve, to consider the appropriateness of imposing heightened prudential standards as opposed to other forms of regulation to mitigate identified risks to U.S. financial stability. Specifically, the bill directs the FSOC to reevaluate, both annually and periodically, final determinations of systemic risk regarding a nonbank financial company under Fed supervision.

1) H.R. 4227 - Vehicular Terrorism Prevention Act of 2018, as amended (PDF)

Topline Summary: This bill requires the Secretary of Homeland Security to examine the threat of vehicular terrorism and develop a strategy to improve Department of Homeland Security (DHS) support for the efforts of emergency responders and the private sector to prevent, mitigate, and respond to such a threat. 

2) H.R. 5131 - Surface Transportation Security Improvement Act of 2018, as amended (PDF)

Topline Summary: This bill improves the effectiveness of federal efforts to identify and address homeland security risks to surface transportation, secure against vehicle-based attacks, and conduct a feasibility assessment of introducing new security technologies and measures.

3) H.R. 4467 - Strengthening Aviation Security Act of 2018, as amended  (PDF)

Topline Summary: This bill requires the Federal Air Marshal Service to utilize risk-based strategies when allocating resources for international and domestic flight coverage.

4) H.R. 5089 - Strengthening Local Transportation Security Capabilities Act of 2018, as amended (PDF)

Sponsor: Rep. Nanette Barragán (D-CA) | Homeland Security Committee

Topline Summary: This bill requires the Secretary of the Department of Homeland Security (DHS) to prioritize the assignment of officers and intelligence analysts from the Transportation Security Administration (TSA) and the DHS Office of Intelligence and Analysis (I&A) to fusion centers in jurisdictions with high-risk surface transportation assets to facilitate the generation and dissemination of intelligence products and make security clearances available to appropriate stakeholders.
