Topline Summary: This bill establishes a cyber-counseling certification program in lead Small Business Development Centers (SBDCs) to better assist small businesses with planning and implementing cybersecurity measures to defend against cyber-attacks.

2) H.R. 4754 - Change Order Transparency for Federal Contractors Act (PDF)

Topline Summary: This bill would provide prospective federal construction contractors and subcontractors with the agency-specific change order information, which many contractors argue is needed to plan their operations prior to submitting a bid on a contract.

Topline Summary: This bill reauthorizes the Women’s Business Centers (WBCs) program from FY2019 through FY2022, and improves the accreditation process for WBCs.

Topline Summary: This bill has as its goal, to increase the amount of capital flowing throughout the Small Business Investment Company (SBIC) program to underserved areas of the country.

6) H.R. 5236 - Main Street Employee Ownership Act of 2018, as amended (PDF)

Topline Summary: This bill expands the universe of the allowable use of 7(a) loans to certain small businesses by amending the Small Business Administration’s rules pertaining to employee-owned small business concerns.

7) H.R. 4743 - Small Business 7(a) Lending Oversight Reform Act of 2018, as amended (PDF)

Topline Summary: This bill makes several modifications to the Small Business Administration’s (SBA) Office of Credit Risk Management, which is tasked with ensuring all 7(a) loans meet statutory and regulatory standards, and strengthens the “credit elsewhere” test to ensure 7(a) loans are reserved for small firms who do not have access to credit in traditional markets, among other things.

Topline Summary: This bill 
nullifies a bulletin published by the Consumer Financial Protection Bureau (CFPB) that provides guidance to lenders who finance automobiles through a dealership in compliance with the Equal Credit Opportunity Act (ECOA). (CFPB Bulletin 2013–02 (March 21, 2013). Furthermore, S.J. Res. 57 ensures the CFPB does not issue substantially similar rules.
